class=\"fusion-text fusion-text-2\"><p>En este trabajo del Observatorio Gasto P\u00fablico de Cedice Libertad \u2014parte de la serie \u201cAs\u00ed Gastan T\u00fa Dinero\u201d\u2014 el Ingeniero\u00a0Eduardo P\u00e1ez-Pumar analiza el cu\u00e1nto y c\u00f3mo se gasta en infraestructura terrestre de transporte colectivo y de carga en nuestro pa\u00eds.<\/p>\n<p>En este trabajo P\u00e1ez-Pumar expone que entre las consecuencias m\u00e1s importantes del congestionamiento vehicular presente en las ciudades venezolanas figuran:<strong>\u00a0P\u00e9rdida de tiempo, lo que representa econ\u00f3micamente la p\u00e9rdida diaria de millones de horas-hombre que pudieran emplearse m\u00e1s lucrativamente; Aumento del consumo de combustible; Incremento en los niveles de contaminaci\u00f3n; Estr\u00e9s y desgaste mental, que hace menos eficientes a los ciudadanos en su trabajo; y baja calidad de vida, tanto de los conductores, como de los pasajeros.<\/strong><\/p>\n<p>Hay que recordar que el 94% de los veh\u00edculos que circulan a nivel nacional utilizan gasolina subsidiada por el Estado, y que por ineficiencia del transporte p\u00fablico, en Caracas donde circulan 1.600.000 veh\u00edculos, se producen demoras mayores de una hora por usuario por sentido en viajes internos y de dos horas y media en viajes desde las ciudades dormitorio.<\/p>\n<p>Una adecuada pol\u00edtica de transporte, con un sistema multimodal de transporte p\u00fablico masivo, podr\u00eda reducir el uso del veh\u00edculo automotor en un 20% y bajar sustancialmente las demoras en las colas; con lo que se lograr\u00eda una reducci\u00f3n importante en el consumo de combustible.
